Jeff was recruited by the Board of VaLiance Health from CVHN
to lead, develope, and execute collaborative strategies,
cultivate synergistic relationships among health system partners,
manage Shenandoah Shared Hospital Services, Inc., and operate
both companies in a manner consistent with industry best
practices. VALIANCE: REGIONAL ALLIANCE
is a regional alliance among the University of Virginia,
Rockingham
Memorial Hospital and Augusta Health serving Central
Shenandoah Valley.
Jeff was instrumental in having accomplished the following:

Created a culture of collaboration by leading annual
Executive Committee retreats resulting in establishing a code of
conduct for the partners, consensus on mission and purpose,
constructive dialog about opportunities in the marketplace, and
enhanced trust among the institutional partners.

Transitioned the alliance partners to executing
"cooperative" rather than "competitive" strategies in the marketplace,
reducing service redundancy, aligning strategic plans, strengthening
institutional relationships, and improving overall financial
performance for all mutual participants.

Developed / executed a complex JV for a radiation
oncology service unique to healthcare in the United States by
melding community and academic physician practices. On an
initiative considered to have an extraordinary degree of
difficulty, led the organization through a seamless and
profitable execution, exceeding pro forma projections by 300%.

Lead / organized a consortium of educational providers
and hospitals with conflicting agendas and successfully
implemented a $1.5 M Department of Labor Workforce Development
grant.

Created of a
radiation oncology joint venture unique to healthcare in
the United States, an initiative considered to have an
extraordinary degree of difficulty, and delivered over
300% of projections.

Doubled Shanandoah
Shared Hospital Service's revenue and increased owners’
equity for 12 consecutive years, naming it one of the 10
Best Companies for Employee Financial Security by PFG
(Principal Financial Group).

partners from competing strategies to cooperative
alliances in the marketplace during tenure with VaLiance.

Rockingham Memorial Hospital and Augusta Health serving 12 competing
hospitals
throughout western Virginia with a $20 million budget and

Directing CVHN and CenVaNet organization start-ups, Jeff
implemented a broad set of initiatives that resulted in
quality and efficiency improvements, established common and
specialized infrastructures, and reported financial and
operational performance to the Boards.
CVHN: START-UP
CVHN is a regional “super PHO” of community hospitals, academic
medical centers, and community physicians delivering managed
care contracting and provider integration. During this
start-up, Jeff was able to accomplish:
- Within a year, built out network of 1,500 physicians
and increased hospital network
from 3 to 8
- Improved communication across hospitals and led
provider best practices” initiatives
- Implemented innovative payor relationships valued at
more than $100 million
CENVANET: START-UP
CenVaNet is an equity-model risk bearing PHO between CVHN, Inc. and
community physician investors designed as a vehicle for
engaging health plans in risk-bearing contracts. In
accomplishing his goals for this start-up, Jeff:
- Recruited 380 physician investors, raising $1.3
million in initial capitalization
- Secured 25,000 covered lives and $32 million in
captivated payments
- Reduced Medicare average-length-of-stay from 6.25 to
5 days, by creating health risk screening and care
management programs
- Built the organizational foundation for CenVaNet’s
evolution to a regional ACO
